How to Verify JIS Certification and Standards Claims
Updated · Written by HAM International Trade Team
Copy the supplier’s exact claim and identify its object: product, factory, process, test, or management system. For a JIS Mark claim, request the certificate, holder, scope, relevant JIS, product coverage, and accredited body. For ISO certification, identify the external certification body and scope; ISO itself does not certify organisations.
First preserve the exact words of the claim
‘JIS’, ‘JIS compliant’, ‘tested to JIS’, ‘JIS Mark’, ‘ISO standard’, and ‘ISO certified’ are not interchangeable. Save the page, quotation, label or message with date, URL, product code and context. Ask what noun the claim describes and who issued it. A factory management-system certificate does not automatically certify every product it sells.
Define what your purchase needs: a characteristic, test method, certified mark, management control, destination approval, or customer document. Verification is successful when the evidence supports that requirement for the offered item and transaction—not when the supplier can produce any standards-related PDF.
Claim-to-evidence matrix
Request the evidence that corresponds to the wording, object and scope.
| — | Claim | Evidence to inspect | Common mismatch |
|---|---|---|---|
| Made to JIS | Exact JIS/edition, product specification and conformity evidence | A standard is named but no product result is supplied | |
| Tested to JIS | Method, edition, sample identity, laboratory, date, result and report | Report covers another model or only part of the method | |
| JIS Mark | Certificate holder, scope, JIS, product coverage and accredited body | Logo image or company certificate without offered-product coverage | |
| ISO certified | Standard, certificate, organisation/site scope, body and current status | Claim implies ISO issued the certificate or certifies the product | |
| Equivalent | Defined compared requirements, differences and approval | Similarity is asserted without a comparison basis |
Understand what the JIS Mark scheme represents
JISC explains that businesses receiving conformity certification from accredited certification bodies may display the JIS Mark within the certified scope. The assessment addresses conformity with the relevant JIS and the quality-management system. Verify the holder, certification body, number where applicable, relevant JIS, product or service category, manufacturing site and scope against the offered item.
Do not infer coverage from a mark on an unrelated brochure or from the company name alone. Product code, grade, dimensions, site, process or certificate status may matter. Ask the certificate holder or certification body to resolve ambiguity through an official route, and retain the response with the purchase record.
Treat ISO certification as an external certification claim
ISO develops standards but states that it does not perform certification or issue certificates. Examine the certificate to identify the independent certification body, certified legal entity and sites, standard and edition, scope, issue and expiry or validity information, and marks used. Then decide whether that organisational scope is relevant to the goods and process you are buying.
A valid ISO 9001 management-system certificate can be useful evidence about a scoped management system; it is not a product approval or a guarantee that one shipment meets drawing requirements. Product conformity still needs purchase specifications, manufacturing controls, inspection, tests, traceability and acceptance appropriate to the item.

Evidence review record
Avoid binary verified/unverified labels that hide scope.
- Exact claim and source are preserved
- Claim object and required buyer outcome are defined
- Issuer and independent official route are identified
- Legal holder, site, product and process scope are compared
- Standard, edition and certificate status are current for the decision
- Offered item and report sample are traceably connected
- Management-system and product-conformity evidence remain separate
- Unknowns, exceptions, owner and purchasing consequence are recorded
Report only what the evidence supports
A useful conclusion is bounded: ‘The certificate appears current for entity A, site B and scope C; it does not identify product D’ or ‘The JIS Mark certificate covers the listed category, subject to confirmation that the offered model is included.’ This is more actionable than declaring the supplier certified or uncertified without scope.
HAM can collect and organise Japan-side certificate, standard and supplier evidence. Product acceptance, certificate interpretation, legal compliance and any decision to rely on the claim remain with the buyer and qualified responsible parties.
Frequently asked questions
- Does ISO certify Japanese companies?
- No. ISO states that it does not perform certification or issue certificates; external certification bodies perform certification.
- Does a JIS Mark cover every product from the company?
- Do not assume so. Verify the certificate holder, relevant JIS, certified scope, site and whether the offered product is covered.
- Is a test report the same as certification?
- No. A report records defined testing of an identified sample. Certification has a separate scheme, scope, issuer and continuing requirements.
